• Burke was deeply skeptical that military force was the appropriate means by which England could settle its quarrel with its colonies. Indeed, he suggested force might inflame the conflict out of control. Burke was the leaders of England's unofficial opposition party, the Old Whigs, who preferred a negotiated settlement with the colonies.
